"It's been the most frustrating experience you could possibly imagine."
"We've heard things from the federal government and the state government
before. 'Yeah, we're going to help. We're going to do something.' Then they
don't do it."
"This is going to change this time because we're going to stay on it, and stay
on it until they do their job."
